                                on June 4, 2015


SUMMARY

H.R. 2596 would authorize appropriations for fiscal 2016 for intelligence activities of the
U.S. government, for the Intelligence Community Management Account (ICMA), and for
the Central Intelligence Agency Retirement and Disability System (CIARDS).

CBO  does not provide estimates for classified programs; therefore, this estimate addresses
only the unclassified aspects of the bill. On that limited basis, CBO estimates that
implementing the unclassified provisions of the bill would cost about $660 million over the
2016-2020 period, subject to appropriation of the specified and estimated amounts.
Enacting H.R. 2596 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

The bill contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would not affect the budgets of state, local,
or tribal governments.


ESTIMATED COSTS TO THE FEDERAL GOVERNMENT

The estimated budgetary effects of H.R. 2596 are shown in the following table. The costs
of this legislation fall within budget function 050 (national defense).
