H.R. 83 contains appropriations for 2015 (Divisions A - K) and appropriations through February 27, 2015, for the Department of Homeland
Security (Division L; shown in this table on an annualized basis). This table shows the scoring for Divisions A - L and sections 8, 10, and 11.
Division H includes the effects of section 8 ofthe act; Division F includes the effects of section 10 and 11.
Other provisions of H.R. 83 (in Divisions M and N) are shown on a separate table. Those divisions are shown separately because they effect
direct spending and revenue.
1. These amounts are subject to discretionary spending limits in the Balanced Budget and Emergency Deficit Control Act of 1985 (the Deficit Control
Act), as amended. The spending limits were established in the Bipartisan Budget Act of 2013, which amended the Deficit Control Act.
2. Appropriations designated pursuant to section 251(b)(2) of the Deficit Control Act. The spending limits set by the act (see footnote 1) will be
adjusted to accommodate appropriations for these purposes.
3. Emergency funding is for Ebola reponse and preparedness.
4. Title 6 of Division B (Commerce, Justice, Science) would extend the availability of federal funds to promote tourism in the United States through
2020. It would increase spending ($500 million over the 2016-2024 period) and revenues ($731 million over the same period).
5. Sec. 112 of Division G would shift the timing on when some employers make contributions to their pension plans. The section would increase
revenue by $2 million in 2015 and decrease revenues in 2017 by the same amount.
6. Division L of the act would make funding within the Homeland Security subcommittee available through February 27, 2015. The amounts are shown
on an annualized basis. An earlier estimate was published on the CBO website on September 16, 2014. This estimate was increased by $20 million
in budget authority and $14 million in outlays to reflect changes to Transportation Security Administration fees and new information about
unobligated balances.
