H.R. 5214 would require the Secretary of Health and Human Services to make
recommendations for the development and use of clinical data registries for the
improvement of patient care. The legislation would direct the Secretary to post such
recommendations on the agency's website.
CBO estimates that implementing the bill would have no significant effect on spending
subject to appropriation. Enacting H.R. 5214 would not affect direct spending or revenues;
therefore, pay-as-you-go procedures do not apply.
H.R. 5214 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budget of state, local, or tribal
governments.
