The bill would authorize the National Park Service (NPS) to acquire about 8 acres of land, including the Wallis house and Harriston Hill, by donation or exchange. Based on information provided by the NPS, CBO estimates that implementing H.R. 5003 would cost $5 million over the 2015-2019 period to develop and operate the new property. Enacting H.R. 5003 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. H.R. 5003 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
