SUMMARY
H.R. 5448 would amend the John F. Kennedy Center Act by authorizing appropriations for
maintenance, repair, and security of the John F. Kennedy Center for the Performing Arts,
as well as for capital projects for the center. Those activities were previously authorized
through fiscal year 2014, and appropriations for that year totaled $34 million.
CBO estimates the bill would authorize additional appropriations totaling $190 million for
fiscal years 2015 through 2019 (reflecting amounts rising from $34 million in 2015 to
$41 million in 2019). Assuming appropriation of the specified amounts, CBO estimates
that implementing H.R. 5448 would cost $170 million over the 2015-2019 period.
Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
H.R. 5448 would not impose intergovernmental or private-sector mandates as defined in
the Unfunded Mandates Reform Act (UMRA).
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary effects of H.R. 5448 are shown in the following table. The costs
of this legislation fall within budget function 500 (education, employment, training, and
social services).
