handle is hein.congrec/cbo1861 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE August 20, 2014 H.R. 4867 Economic Development Through Tribal Land Exchange Act As ordered reported by the House Committee on Natural Resources on July 30, 2014 H.R. 4867 would authorize the exchange of interests in lands between the Morongo Band of Mission Indians, a private land owner, and the city of Banning, California. Because the tribal lands are held in trust by the federal government for the benefit of the tribe, the tribe needs Congressional authorization to enter into the land exchange. CBO estimates that implementing the bill would have no significant effect on the federal budget. Enacting H.R. 4867 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. H.R. 4687 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act. The CBO staff contact for this estimate is Martin von Gnechten. The estimate was approved by Theresa Gullo, Deputy Assistant Director for Budget Analysis.
