Pyramid Lake Paiute Tribe - Fish Springs Ranch Settlement Act
As ordered reported by the House Committee on Natural Resources on June 19, 2014
H.R. 3716 would ratify a settlement agreement between the Fish Springs Ranch LLC and
the Pyramid Lake Paiute Tribe in the state of Nevada. The bill would authorize the tribe to
grant waivers to Fish Springs pursuant to the settlement agreement. H.R. 3716 also would
waive any claims against the federal government related to the settlement agreement.
CBO estimates that implementing the legislation would have no effect on the federal
budget. The federal government is not a party to the settlement agreement between Fish
Springs and the tribe, and implementing the legislation would not increase operating costs
for the Department of the Interior. Enacting H.R. 3716 would not affect direct spending or
revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 3716 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act.
On July 9, 2014, CBO transmitted a cost estimate for S. 1818, the Pyramid Lake Paiute
Tribe - Fish Springs Ranch Settlement Act, as ordered reported by the Senate Committee
on Indian Affairs on May 21, 2014. The two bills are identical, and the CBO cost estimates
are the same.
