Preventing Conflicts of Interest with Contractors Act
As ordered reported by the Senate Committee on Homeland Security
and Governmental Affairs on June 25, 2014
CBO estimates that enacting S. 2061 would have no impact on the federal budget.
Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
S. 2061 would amend federal law to prevent security clearance contractors from
reviewing and approving their own background investigations. Because this legislation
would put into statute the current policy and practice of the Office of Personnel
Management, CBO estimates that implementing S. 2061 would have no effect on the
budget.
S. 2061 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal
governments budget.
