Military Land and National Defense Act

H.R. 3687 would require the Department of the Interior (DOI) to notify the Congress of
any federal properties being considered for designation as a National Historic Landmark,
inclusion on the National Register of Historic Places, or nomination to the World Heritage
List. Under the bill, no federal property would be designated as a National Historic
Landmark or included in the National Register of Historic Places if the agency managing
the property objects to the designation or inclusion of the property for reasons of national
security. H.R. 3687 also would require DOI to promulgate regulations for the expedited
removal of any properties from the National Register of Historic Places for national
security reasons.
Based on information provided by DOI, CBO estimates that implementing the bill would
cost about $1 million over the next couple of years, assuming the appropriation of the
necessary funds. Those amounts would be used to promulgate new regulations. Enacting
H.R. 3687 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
H.R. 3687 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
