Preventing Sex Trafficking and Improving Opportunities
for Youth in Foster Care Act

SUMMARY
H.R. 4058 would make several changes to the Title IV-E foster care program within the
Department of Health and Human Services (HHS), including imposing new placement and
reporting rules.
CBO estimates that enacting the bill would increase direct spending by $3 million over the
2014-2024 period; therefore, pay-as-you-go procedures apply to the bill. Enacting
H.R. 4058 would not affect revenues. Implementing the bill would not affect spending
subject to appropriation.
H.R. 4058 would impose intergovernmental mandates, as defined in the Unfunded
Mandates Reform Act (UMRA), on state governments by increasing the stringency of
conditions in their implementation of the foster care program. CBO estimates, however,
that the cost of the mandates would not exceed the threshold established in UMRA for
intergovernmental mandates ($76 million in 2014, adjusted annually for inflation).
The bill contains no private-sector mandates as defined in UMRA.
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of H.R. 4058 is shown in the following table. The costs of
this legislation fall within budget function 600 (income security).
