SUMMARY
S. 1562 would amend the Older Americans Act (OAA) of 1965, which provides funding
through the Department of Health and Human Services (HHS) and the Department of
Labor (DOL) for services to the elderly, including for state and local community programs
on aging (such as nutrition services and caregiver support), community service
employment, and services to help prevent elder abuse. The authorization for most of the
OAA programs expired in 2011, but those programs have continued to receive
appropriations each year since then, including $1.9 billion in 2014.
CBO estimates the bill would authorize additional appropriations totaling $7.7 billion for
fiscal years 2014 through 2018. Assuming appropriation of the estimated amounts, CB0
estimates that implementing S. 1562 would increase outlays by $7.6 billion over the
2014-2019 period.
Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
S. 1562 would not impose intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA).
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of S. 1562 is shown in the following table. The costs of
this legislation fall within budget function 500 (education, employment, training, and
social services).
