Note: The legislation would affect direct spending by: modifying the monthly rates payable to veterans, their dependents, and survivors for disability
compensation and dependency and indemnity compensation; limiting the tuition and fees public institutions of higher learning may charge certain
non-resident veterans; and making other changes to programs administered by the Department of Veterans Affairs.
On May 16, 2013, CBO published an estimate for H.R. 357, the GI Bill Tuition Fairness Act of 2013, as ordered reported by the House Committee
on Veterans' Affairs on May 8, 2013. Both versions of the bill contain language that would limit the amount of tuition and fees public institutions
of higher learning may charge certain non-resident veterans; however, those provisions differ significantly. Our estimates of the budgetary effects
of those provisions reflect differences in the number of veterans who would be covered and different effective dates. The table also includes
the legislation's estimated effects on direct spending for fiscal year 2024.
