Dear Mr. Chairman:
The Congressional Budget Office has reviewed S. 1417, the Newborn
Screening Act of 2013, as reported on December 19, 2013, by the Senate
Committee on Health, Education, Labor, and Pensions. CBO has not yet
completed a cost estimate for S. 1417, but has determined that the legislation
would have no impact on direct spending or revenues. Therefore,
pay-as-you-go procedures do not apply.
