SUMMARY
H.R. 2431 would amend the National Integrated Drought Information System Act of 2006.
The bill would authorize the appropriation of $13.5 million annually over the 2014-2018
period for the National Oceanic and Atmospheric Administration (NOAA) to maintain a
system to provide early warnings of droughts by collecting and disseminating information
and coordinating research on drought conditions.
Assuming appropriation of the authorized amounts, CBO estimates that implementing the
legislation would cost $60 million over the 2014-2018 period and $8 million after 2018.
Enacting H.R. 2431 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
H.R. 2431 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of H.R. 2431 is shown in the following table. The costs of
this legislation fall within budget function 300 (natural resources and environment).
