This amendment would provide funding through January 15, 2014, except for $636 million for wildland fire management (secs. 136 and 137), which
would be available until expended. It includes effects of the 2013 sequestration. Amounts are shown on an annualized basis.
Division B of the amendment contains two provisions: section 1001 would require the Secretary of Health and Human Services to certify that
health insurance exchanges verify eligibility for premium assistance tax credits and cost sharing subsidies in accordance with section 1411 of the
Affordable Care Act; section 1002 would temporarily suspend the limitation on borrowing by the Treasury through February 7, 2014, unless a joini
resolution of disapproval is enacted. CBO estimates that those provisions would have no budgetary impact relative to the baseline.
1. These amounts are subject to discretionary spending limits in the Balanced Budget and Emergency Deficit Contol Act of 1985 as amended (the Deficit
Control Act). The spending limits were established in the Budget Contol Act of 2011 (P.L. 112-25), which amended the Deficit Control Act.
2. Assumes continuation of the 2013 discretionary appropriations under the same authority and conditions provided in the 2013 acts except for the full-
year funding in the Continuing Appropriations Resolution, 2013 (P.L. 112-175) and funding in the Disaster Relief Appropriations Act, 2013 (P.L. 113-2)
3. Designated pursuant to section 251(b)(2) of the Deficit Control Act.
4. Sec. 156 would allow the Secretary of Transportation to obligate existing funds for emergency relief projects in Colorado. CBO estimates that this would
result in increased outlays in 2014 by $50 million, but would not increase outlays over the 2014-2023 period. These funds would be designated as ar
emergency requirement pursuant to section 251(b)(2) of the Deficit Control Act.
