handle is hein.congrec/cbo11273 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE July 11, 2013 H.R. 957 American Soda Ash Competitiveness Act As ordered reported by the House Committee on Natural Resources on May 15, 2013 SUMMARY H.R. 957 would require the Department of the Interior (DOI) to charge a 2 percent royalty on the value of soda ash and certain related minerals produced on federal lands for a five-year period following enactment of the bill. That rate would be lower than the average rate expected under current law, which is about 6 percent over that period. As a result, CBO estimates that implementing H.R. 957 would reduce net federal offsetting receipts from soda ash royalties by $80 million over the 2014-2018 period; therefore, pay-as-you-go procedures apply. Enacting H.R. 957 would not affect revenues. H.R. 957 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA).
