California Coastal National Monument Expansion Act of 2013

H.R. 1411 would expand the boundary of the California Coastal National Monument to
include 1,255 acres of federal land known as the Point Arena-Stornetta public lands; the
new land is currently managed by the Bureau of Land Management (BLM). The bill would
require BLM to manage that land as part of the National Landscape Conservation System.
Based on information provided by BLM, CBO estimates that implementing the legislation
would have no significant impact on the federal budget. BLM currently has a management
plan for the Point Arena-Stornetta public lands, and that plan would not be altered under
the bill. Thus, CBO expects that implementing the legislation would not significantly
affect BLM's operating costs. Enacting H.R. 1411 would not affect direct spending or
revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 1411 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
