2014 current status includes budget authority and outlays resulting from prior year appropriations. It reflects the latest stage of action, starting with the committee-reported stage.
The Budget Control Act of 2011 (P.L. 112-25) imposes caps on appropriations of new discretionary budget authority. This law allows for adjustments to the discretionary caps when
appropriations are provided for certain purposes. Funding for OCO/GWOT and funding designated as an emergency requirement would lead to an increase in the caps. The caps would
also be increased for disaster relief funding, but the adjustments would be limited on the basis of historical averages for such funding. These adjustments will be shown in a memorandum
memorandum section of the table, when appropriate. In addition, the caps would be increased for program integrity funding, up to the limits provided in the Act. This adjustment
will be shown in a footnote, when appropriate.
1. The Senate Committee on Appropriations adopted committee guidance for the subcommittees during their committee markup on June 20, 2013. They adopted budget authority guidance
only. The totals include guidance for base appropriations (that is, discretionary appropriations excluding OCO, disaster, program integrity, and emergencies) in the following amounts:
Defense (budget function 050) $-$552, 000 million
Nondefense (all other than budget function 050) $-506,000 million
Total $-$1,058,000 million
The totals also include guidance for adjustments (as described in the note above and pursuant to section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985) as follows
OCO ($77,788 million for Defense (subcommittee); $227 million for Homeland Security; and $6,515 million for State, Foreign Operations, for a total of $84,530 million)
Disaster ($159 million for Financial Services and $5,626 million for Homeland Security)
Program Integrity ($1,253 million for Labor, HHS, Education)
