SUMMARY
H.R. 671 would extend provisions of current law that require increases in monthly rates of
certain education assistance be rounded down to the next lower whole dollar. The bill
would also require the Department of Veterans Affairs (VA) to submit annual reports about
disability claims for military sexual trauma (MST) to the Congress and to veterans who file
MST claims. CBO estimates that enacting H.R. 671 would reduce direct spending by
$15 million over the 2014-2023 period. Also, CBO estimates that implementing H.R. 671
would have a discretionary cost of $4 million over the 2014-2018 period, subject to the
availability of appropriated amounts.
Pay-as-you-go procedures apply because enacting the legislation would affect direct
spending. Enacting the bill would have no effect on revenues.
H.R. 671 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA).
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of H.R. 671 is shown in the following table. The costs of
this legislation fall within budget function 700 (veterans benefits and services).
