Based on information provided by the NPS, CBO estimates that implementing the legislation would cost about $400,000 over the next three years, assuming the availability of appropriated funds. Enacting S. 349 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. S. 349 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments. On May 13, 2013, CBO transmitted a cost estimate for H.R. 723, the Wood-Pawcatuck Watershed Protection Act, as ordered to be reported by the House Committee on Natural Resources on April 24, 2013. The two bills are similar, and the CBO cost estimates are the same. The CBO staff contact for this estimate is Martin von Gnechten.
