Based on information provided by the Forest Service and assuming the availability of appropriated funds, CBO estimates that the agency would spend about $250,000 within two years to complete a management plan for the affected waterways. Enacting H.R. 829 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. H.R. 829 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments. On April 9, 2013, CBO transmitted a cost estimate for S. 383, a bill to amend the Wild and Scenic Rivers Act to designate a segment of the Illabot Creek in Skagit County, Washington, as a component of the National Wild and Scenic Rivers System, as ordered reported by the Senate Committee on Energy and National Resources on March 14, 2013.
