1. Funding for the the Army Corps of Engineers, construction account ($3,461 million) is not designated as an emergency requirement.
The act includes a change in the Social Security Administration, limitation on administrative expenses account. $2 million of nonemergency, unobligated
balances were given a new purpose and designated as an emergency requirement. This change is reflected as a decrease in nonemergency and an increase
in emergency budget authority and outlays.
2. Designated pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
3. Designated pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.
