A bill to promote peaceful and collaborative resolution of maritime
territorial disputes in the South China Sea and its environs and other
maritime areas adjacent to the East Asian mainland
As amended by the House Committee on Foreign Affairs
on September 12, 2012
H.R. 6313 expresses the sense of the Congress that the Secretary of State should take
certain actions in response to maritime territorial disputes in East Asia. CBO estimates that
implementing the bill would not have a significant effect on the federal budget.
Enacting H.R. 6313 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
The bill exhorts the Secretary to:
 Reaffirm U.S. support for, and continue efforts towards, the peaceful resolution of
disputes,
  Condemn, and urge all parties to refrain from, the use of threats or force,
  Support the diplomatic efforts of U.S. allies and partners to peacefully resolve
conflicts, and
  Support the U.S. Armed Forces' efforts to uphold freedom of navigation rights in
the region's international waters and air space.
H.R. 6313 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
