The Budget Control Act of 2011 (P.L. 112-25) imposes caps on appropriations of new discretionary budget authority. This law allows for adjustments to the discretionary caps (anc
allows the House Committee on the Budget to adjust the 302(b) allocation for appropriations provided for certain purposes). Funding for overseas contingencies and funding
designated as an emergency requirement would lead to an increase in the caps. (Pursuant to section 105 of the Act, in the House of Representatives, funding designated as an
emergency requirement shall not count for purposes of title III and IV of the Congressional Budget and Impoundment Control Act of 1974.) The caps would also be increased for
disaster relief funding, but the adjustments would be limited on the basis of historical averages for such funding. In addition, the caps would be increased for program integrity
funding, up to the limits provided in the Budget'Control Act (this adjustment will be identified in a footnote, when appropriate).
1. On April 17, 2012, the House agreed to H. Res. 614 (which was amended on May 8). Section 2 of the resolution provided that H. Con. Res 112 (the concurrent resolution on the budget for
FY 2013 as passed by the House) shall have force and effect, pending the adoption of a conference report on the resolution. On May 8, 2012, the House Committee on Appropriations filed
their first 302(b) allocation for 2013.
