SUMMARY
H.R. 1171 would reauthorize and amend the Marine Debris Research, Prevention, and
Reduction Act. The bill would authorize the appropriation of $4.9 million annually
through 2015 for the National Oceanic and Atmospheric Administration (NOAA) to
carry out activities to reduce the amount of marine debris (such as plastic and lost fishing
gear) in oceans and coastal areas.
Assuming appropriation of the authorized amounts, CBO estimates that implementing the
legislation would cost $15 million over the 2013-2017 period. Enacting H.R. 1171 would
not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 1171 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of H.R. 1171 is shown in the following table. The costs
