A bill to extend the authorization of the Drug Free Communities
Support Program through fiscal year 2017
As ordered reported by the Senate Committee on the Judiciary on March 29, 2012
SUMMARY
S. 2159 would authorize the appropriation of $100 million for each of fiscal years 2013
through 2017 to the Office of National Drug Control Policy for grants to reduce
substance abuse among youth. In addition, S. 2159 would authorize the appropriation of
$2 million annually over the 2013-2017 period for grants to the National Community
Anti-Drug Coalition Institute. (In 2012 $92 million was appropriated for those programs.)
Assuming appropriation of the authorized amounts, CBO estimates that implementing the
bill would cost $500 million over the 2013-2017 period. Enacting the bill would not
affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
S. 2159 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.
ESTIMATED COST TO THE FEDERAL GOVERNMENT
The estimated budgetary impact of S. 2159 is shown in the following table. CBO assumes
that the amounts authorized will be appropriated by the start of each fiscal year and that
outlays will follow the historical rate of spending for similar activities. The costs of this
legislation fall within budget function 800 (general government).
