The Budget Control Act of 2011 (P.L. 112-25) imposes caps on appropriations of new discretionary budget authority. For 2012 and 2013 separate caps for security and nonsecurity
budget authority will be in effect. The law allows for adjustments to the discretionary caps (and allows the Senate Committee on the Budget to adjust the 302(b) allocation) when
appropriations are provided for certain purposes. Funding for OCO/GWOT and funding designated as an emergency requirement would lead to an increase in the caps. The caps
would also be increased for disaster relief funding, but the adjustments would be limited on the basis of historical averages for such funding. The totals in the main table above include
budget athority and outlays for OCO/GWOT, emergencies, and disaster funding. The memorandum identifies the estimated amounts of the adjustments.
2012 current status includes budget authority and outlays resulting from prior year appropriations. It reflects the latest stage of action, starting with the committee-reported stage.
The current status totals do not include amounts provided for 2012 through November 18, 2011 in P.L. 112-36, the Continuing Appropriations Act, 2012, as amended.
1. The Budget Control Act of 2011 allows for an increase in the caps for additional budget authority provided for program integrity initiatives aimed at reducing improper benefit
payments in Disability Insurance and Supplemental Security Income programs, Medicare, Medicaid, and the Children's Health Insurance Program. H.R. 3672 provides $483 million for
continuing disability reviews, with an estimated 2012 outlay of $415 million.
2. Section 124 of P.L. 112-32 and section 632 of H.R. 2055, Division C delay a payment from the Postal Service to the Office of Personnel Management. There is no net budgetary effect, however,
the on-budget effect is -$2.0 billion in BA and outlays in 2012. The Senate Committee on the Budget has determined that only the on-budget effect should be included in current status.
