In response to your request, the Congressional Budget Office (CBO) has prepared the enclosed
analysis of the long-term impact of H.R 3821, the Bipartisan Retirement Security Act of 2004 (as
introduced on February 24, 2004). The analysis considers the impact that the proposed reform would
have on the Social Security program, the federal budget, the U.S. economy, and present and future
beneficiaries. CBO has also prepared a separate cost estimate of the bill that addresses the budgetary
effects of the legislation over the 2005-2014 period, assuming enactment this year.
