Dear Mr. Chairman:
In response to your request, the Congressional Budget Office has assessed the
long-term resource implications of the Navy's recently reported fiscal year 2008
shipbuilding plan. CBO estimates that the Navy would need to spend an average
of $20.6 billion annually (in 2008 dollars) on new-ship construction over the next
30 years to implement its plan. With refuelings of nuclear-powered aircraft
carriers and submarines included, the Navy would need to spend an average of
$21.7 billion annually through 2037. Those estimates are based on a number of
assumptions that CBO made about the size and characteristics of the various types
of ships that the Navy would buy and when it would buy them. Different assump-
tions could produce different estimates.
