                                     PREFACE

This Congressional Budget Office (CBO) paper was prepared as part of CBO's continuing analyses of federal budget
concepts and Social Security reform proposals. It analyzes the budgetary treatment of proposals involving personal
retirement accounts.
The paper was prepared by Robert S. Seiler, Jr., formerly of the Microeconomic and Financial Studies Division, under
