                                     PREFACE

This paper is the fourth annual assessment of the Congressional Budget Office's (CBO's) activities under the
Unfunded Mandates Reform Act (UMRA). The paper covers legislation before the Congress in 1999 that would
impose federal mandates on other levels of government or the private sector. In addition, it examines amendments to
UMRA enacted or proposed during 1999 and discusses a recent change in CBO's procedures for determining whether
a bill is excluded from consideration under UMRA.

The paper was prepared by Theresa Gullo, chief of the State and Local Government Cost Estimates Unit of CBO's
Budget Analysis Division, under the supervision of Robert Sunshine, and by Patrice Gordon, coordinator of private-
sector mandates for CBO's Microeconomic and Financial Studies Division, under the supervision of Roger Hitchner.
Gail Del Balzo, Lisa Driskill, Leslie Frymier, Christopher Jehn, Rick Kasten, and Wanda Sivak made significant
contributions to the analysis.
