                                      Preface

This paper reviews the activities of the Congressional Budget Office (CBO) during 1997 in carrying out the Unfunded
Mandates Reform Act of 1995. It also examines how the law has worked and some proposals for reforming
Congressional treatment of unfunded mandates.

The paper was prepared by Theresa Gullo, Chief of CBO's State and Local Government Cost Estimates Unit, under the
supervision of Paul N. Van de Water and Robert Sunshine, and by Elliot Schwartz, Chief of CBO's Commerce Unit,
under the supervision of Jan Paul Acton.

The paper was edited by Christian Spoor and proofread by Melissa Burman. Angela McCollough and Rae Wiseman
