                           All-American Flag Act

  As ordered reported by the House Committee on Oversight and Government Reform
                              on November 2, 2017


H.R. 3121 would amend federal law to require that all U.S. flags acquired by the federal
government be manufactured in the United States from materials grown, produced, or
manufactured in the United States. H.R. 3121 also would provide exceptions to the
requirement.

Using information from the General Services Administration and flag vendors, CBO
expects that enacting H.R. 3121 would not lead to a significant change in the costs of
flags acquired by the government because some current vendors already meet the
requirements of the bill and because the legislation includes general exemptions from the
requirement.

Enacting H.R. 3121 could affect direct spending by agencies that are not funded through
annual appropriations; therefore, pay-as-you-go procedures apply. CBO estimates,
however, that any net increase in spending by those agencies would be negligible.
Enacting the bill would not affect revenues.

CBO  estimates that enacting H.R. 3121 would not increase net direct spending or on-
budget deficits in any of the four consecutive 10-year periods beginning in 2028.

H.R. 3121 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform  Act.
