McKee Chief Judge Harvey Bartle II, Eastern District of Pennsylvania Fourth Circuit: Chief Judge William B. Traxler, Jr. Chief Judge James P. Jones, Western District of Virginia 1Designated by the Chief Justice as a substitute for Chief Judge Raymond J. Dearie, who was unable to attend.
