the two committees shown above. The instructions and the points
of view that they reflect are those of the committees; the appen-
dixes, prepared by Center staff, were approved by the Federal Ju-
dicial Center Committee for inclusion in its report. It should be
noted that on matters of policy the Center speaks only through its
Board.
