This report was undertaken in furtherance of the Federal Judicial Center's statutory
mission to conduct research on federal courts and in response to a specific request
from the Committee on the Administration of the Bankruptcy System of the Judicial
Conference of the United States in response to Pub. L. No. 103-121, § 111 (1993). The
Conference approved this report for submission to Congress pursuant to that
statute.
