sory Committee on Experimentation in the Law, which was estab-
lished by the Federal Judicial Center and charged to make such
study and recommendations as the Committee deemed appropri-
ate. This report was issued by the Committee on March 22, 1981.
The analysis, conclusions, and points of view are those of the Com-
mittee. It should be noted that on matters of policy the Center
speaks only through its Board.
