visory Committee to the United States Commis-
sion on Civil Rights and, as such, are not at-
tributable to the Commission. This report has
been prepared by the State Advisory Commit-
tee for submission to the Commission, and will
be considered by the Commission in formulat-
ing its recommendations to the President and
the Congress.
