                    The subcommittee met  at 9:59 a.m. in room SD-138, Dirksen
                  Senate Office Building, Hon. Richard Shelby (chairman) presiding.
                    Present: Senators Shelby, Collins, Murkowski, Blunt, Hoeven,
                  Durbin, Tester, and Baldwin.

                  STATEMENT  OF  GENERAL  JOSEPH  L. LENGYEL, CHIEF, NATIONAL
                      GUARD  BUREAU
                         OPENING STATEMENT OF SENATOR RICHARD C. SHELBY
                    Senator SHELBY. Good morning. The subcommittee will come to
                  order.
                    I am pleased to welcome our distinguished panel to consider the
                  President's budget request for the National Guard and Reserve
                  components in fiscal year 2020.
                    Today-I think I need to turn that on.
                    Today the committee will hear from General Joseph Lengyel,
                  Chief of the National Guard Bureau; Lieutenant General Charles
                  Luckey, Chief of the Army Reserve; Lieutenant General Richard
                  Scobee, Chief of the Air Force Reserve; Vice Admiral Luke McCol-
                  lum, Chief of the Navy Reserve; and Major General Bradley James,
                  Commander  of Marine Corps Forces Reserve. I thank all of you for
                  your appearance here today.
                    I think it is imperative that our Nation's guard and reserve com-
                  ponents be sufficiently manned, trained, and equipped to continue
                  to maintain and to defend our national security interests.
                    Our Nation's guard and reserve components are a vital part of
                  the Nation's total military force. They provide support during
                  homeland emergencies, participate in important joint training exer-
                  cises, execute missions with our partners, and are currently de-
                  ployed around the globe in support of combat operations.
                    The men and women  that make up our reserve components also
                  serve our Nation by remaining ready to put their lives on hold.
                  Whether they are called to mobilize, voluntarily deploy, or transi-
                  tion to full-time support, they represent the very best of us.
