                    The subcommittee met  at 10:00 a.m., in room SD-192, Dirksen
                  Senate Office Building, Hon. Richard Shelby (chairman) presiding.

                  Hoeven, Boozman, Durbin, Leahy, Tester, Udall, Schatz, and Bald-

                  STATEMENT  OF HON. DR. HEATHER WILSON, SECRETARY
                         OPENING STATEMENT  OF SENATOR RICHARD C. SHELBY
                    Senator SHELBY. The committee will come to order. This morning
                  I am pleased to welcome Secretary Wilson and General Goldfein to
                  review the Air Force budget request for 2020. Secretary Wilson
                  congratulations on being named the sole finalist, in other words,
                  the next President of the University of Texas, El Paso. We appre-
                  ciate your participation here today. We also appreciate your service
                  as a congressman, as Rhode Scholar, everything that goes with it.
                  And you have had the complete package and you are going to con-
                  tinue doing things, I know, for the country. We will hear from you
                  again in other capacities.
                    The Air Force budget request for 2020 is $165.6 billion, an in-
                  crease of $9.8 billion over the amounts enacted in 2019. And while
                  we are here today to focus on the budget request, we are also inter-
                  ested in hearing about how the Air Force is executing the 2019
                  funds, which we thought were pretty robust, but needed.
                    The National Defense Strategy Commission recently stated that
                  the Air Force will be at the forefront of the next conflict regardless
                  of where it occurs or which adversary it features. That is a long
                  time. I think they are correct in that assessment. The country ex-
                  pects that the Air Force will invest in a lethal force that will be
                  able to confront our adversaries of the future, and it cannot fail to
                  maintain a ready force today. This committee will scrutinize the
                  budget request that we received to ensure that it supports the
                  more than 20,000 airman deployed around the globe in 180 loca-
