                          OPENING STATEMENT OF SENATOR JERRY MORAN
                   Senator MORAN. Good afternoon. The subcommittee will come to
                 order.
                   Mr. Secretary, welcome.
                   This is our seventh subcommittee hearing of 2017. Thank you all
                 for being here today, and we are going to discuss the fiscal year
                 2018 and 2019 budget requests for the Department of Veterans Af-
                 fairs.
                   As far as Federal domestic spending goes, in this year's budget
                 cycle, the Department of Veterans Affairs is in a more comfortable
                 place. With a $4.4 billion or 6 percent funding increase for the De-
                 partment, the budget request before us today, in light of the cir-
                 cumstances of everyone else, could be considered generous.
                   I have always believed, however, that the Department's steward-
                 ship of those funds is the real issue at hand, not just the dollar
                 amount. And I want to hear today from the VA how it plans to im-
                 prove cost estimating, manage spending more prudently and to be
                 more transparent with Congress.
