                  STATEMENT OF HON. DAVID J. SHULKIN, MD, SECRETARY
                           OPENING STATEMENT OF SENATOR JERRY MORAN
                    Senator MORAN. Welcome to our fifth subcommittee hearing of
                  2017. The subcommittee will come to order and thank you all for
                  being here today as we discuss the future of community care within
                  the Department of Veterans Affairs.
                    I am really glad to have this hearing today. I am glad to have
                  our two witnesses with us. Choice is a topic of great interest to me
                  and to many members of Congress and I regret that in my view
                  because of antics of yesterday we were unable to have these two
                  witnesses and other, including a number of veteran service organi-
                  zation representatives, testify before the authorizing committee.
                  But we have a good opportunity to proceed with this topic which
                  the Secretary has well prepared today.
                    We have had hearings before in this subcommittee. I mentioned
                  this is our fifth. This one, of course, is on Choice, but we have had
                  hearings regarding appropriations related to the programs at the
                  VA in regard to suicide and telehealth, but Mr. Secretary, no VA
                  program works without the trust of our veterans in the VA. And
                  in my view, in fact, you have indicated that and I appreciate the
                  statements that I have read that you have made.
                    Trust requires accountability. One of the surprising things to me
                  in the past is that there were those at the Department of Veterans
                  Affairs who testify that they had all the tools they needed in regard
                  to accountability at the VA and I am pleased to see that you see
                  that differently. You have expressed that desire, and I am grateful
                  for that, and we want to know in a broader sense in this hearing
                  or otherwise what tools and authorities you need.
