POTOCHNEY, PERFORMING THE DUTIES OF ASSISTANT SECRETARY OF DEFENSE, ENERGY, INSTALLATIONS AND ENVIRONMENT OPENING STATEMENT OF SENATOR MARK KIRK Senator KIRK. The subcommittee will come to order. This is the third hearing for fiscal year 2017. I want to welcome my friend Senator Jon Tester, who we hope will be with us at some point later on. He is on the way, I think. I want to welcome our four witnesses from the Office of Secretary Mr. Pete Potochney; from the Army, Assistant Secretary Katherine Hammack; from the Navy, Principal Deputy Assistant Secretary Iselin; and from the Air Force, we have Assistant Secretary Mi- randa Ballentine. We will proceed in this hearing with the early bird rule, alter- nating sides. I ask members to defer from any opening statements, and we will go to 5-minute question rounds. I will just hold off here, waiting for Mr. Tester to come, then we will formally begin. We will just suspend for Jon Tester, the senior Senator for the Big Sandy metroplex. Let's go to our statements. In this hearing, I want to hear how the funding that is being requested directly supports the Nation's men and women in uniform and how our military strategy is sup- ported by the request. Military construction is more than just bricks and mortar. It is also something that is a vital part of the strategic goals of the United States. (1)
