Good morning. This hearing will come to order. We meet today to discuss the President's fiscal year 2013 budget request for military construction (MILCON) and family housing for the Departments of the Navy and the Air Force. I would note, for the benefit of our witnesses that although my Ranking Member Senator Mark Kirk temporarily is absent, I am told that he is making good progress toward recovery, and I look forward to his return to the subcommittee. In the interim, I will make sure that his interests are represented in all matters that come before this subcommittee. I am pleased to welcome our first panel of witnesses from the Navy, Secretary Jackalyne Pfannenstiel, Assistant Secretary of the Navy; Major General James Kessler, Assistant Deputy Com- mandant for Installations and Logistics; and Rear Admiral David Boone, Director, Navy Shore Readiness Division.
