I would like to welcome our witnesses this morning to the Department of Defense subcommittee to receive public testimony pertaining to various issues related to the fiscal year 2013 Department of Defense (DOD) appropriations request. Due to the number of witnesses who wish to present testimony this morning, I'd like to remind each witness that they will be limited to no more than 4 minutes. However, your full statements will be made part of the official record, and I look forward to hearing from each of you today on the many important and serious subjects that you will address. But before I do, I'd like to recognize the Vice Chairman of the Committee, Senator Cochran, for any comments he may wish to make. STATEMENT OF SENATOR THAD COCHRAN Senator COCHRAN. Mr. Chairman, I'm pleased to join you in wel- coming our witnesses to the hearing today reviewing the fiscal year 2013 DOD request for appropriations.
