Last night we were deluged with thunderstorms, and I live in Rockville, Maryland. It took me 2 hours to get in. No traffic lights, and American drivers without traffic lights. So I'd like to welcome all of you to this hearing to receive testi- mony pertaining to the various issues related to defense appropria- tions requests. Because we have so many witnesses, I will have to remind the witnesses that they will be limited to 4 minutes apiece. I'm sorry about that.
