We are very happy today to have Under Secretary Allison Hickey, who led a long and distinguished career in the wrong service, the Air Force. I was joking with you why you did not join the Navy, which you should have. I would just advise you of that. Let me say that we have now Allison Hickey, the Under Secretary of the Veterans Ben- efits Administration (VBA), and Jamie Manker, the CFO for VBA. And I am very happy to have you here. With that, let me recognize my good friend, Jon Tester. STATEMENT OF SENATOR JON TESTER Senator TESTER. Well, thank you, Mr. Chairman, and thank you for being generous with your time.
