                   Senator KIRK. We will be talking about the military construction
                 (MILCON) needs of our Armed Forces.
                   Let me turn it over to my ranking member, Mr. Tester.
                               STATEMENT OF SENATOR JON TESTER
                   Senator TESTER. Thank you, Chairman Kirk.
                   I want to welcome all the witnesses here today. Thank you all
                 for appearing in front of the subcommittee.
                   At $8.4 billion, the fiscal year 2016 MILCON budget request
                 marks a significant and welcome increase over last year's request,
                 a 67-percent increase for Air Force MILCON projects, a 59-percent
                 increase for Navy, a 37-percent increase for Army. And I think this
                 is a remarkable turnaround from last year's budget.
                   I am particularly pleased that the request includes funding for
                 our current mission and quality-of-life projects. Over the last 3
                 years, tight budget constraints have forced the services to take
                 risks in their MILCON programs and focus almost exclusively on
                 new mission requirements. As a result, aging and inefficient facili-
                 ties continue to be patched together instead of being replaced. And
                 quality-of-life projects, such as barracks, physical fitness centers,
                 and child care centers, went on the backline for funding.
