                  STATEMENT OF HON. PATRICK MURPHY, ACTING SECRETARY
                          OPENING STATEMENT OF SENATOR THAD COCHRAN
                    Senator COCHRAN. Good morning. We appreciate very much the
                  attendance of our witnesses and committee members. The purpose
                  of our hearing today in the Appropriations Committee is to review
                  the budget request for the Department of the Army. The purpose
                  of the hearing is to give the military leadership an opportunity to
                  answer questions that members of the committee might have about
                  the provisions in the draft that we will be reviewing.
                    It is appropriate that we begin the hearing with the leadership,
                  the Chief of Staff of the U.S. Army and the Secretary of the Army,
                  who are here. We appreciate your being here. Patrick Murphy, Act-
                  ing Secretary of the Army, and General Mark Milley, Chief of Staff
                  of the Army.
                  We   know  that you have prepared statements, which we appre-
                  ciate very much receiving. It gives our staff and committee mem-
                  bers an opportunity to review the budget request and to have you
                  answer any questions that we may have.
                  Today,  our Armed  Forces are engaged globally more than ever
                  before. There are 190,000 Regular Army, Army National Guard,
                  and Army Reserve soldiers serving on Active Duty in 140 countries.
                  This  bill that this subcommittee will recommend to the full com-
                  mittee deals with the obligations of carrying out the missions con-
                  tributing to peace and strength, and the capability to protect the
                  U.S. interests around the world.
