SUBJECT: Voting System Standards

     The enclosed package contains the following four documents:

     o Performance and Test Standards for Punchcard, Marksense,
        and Direct Recording Electronic Voting Systems (January
        1990 edition, with April 1990 revisions);

     o A Plan for Implementing the FEC Voting System Standards
        (January 1990 edition, with April 1990 revisions);

     o System Escrow Plan for the Voting System Standards
        Program (January 1990 edition, with April 1990
        revisions); and

     o A Process for Evaluating Independent Test Authorities
        (January 1990 edition).

These documents should be filed together in one notebook.

     The first document presents voluntary performance and
testing standards for computer-based voting systems. These
standards may be implemented by state or local jurisdictions and
by vendors of voting equipment to increase the accuracy and
reliability of voting systems used by the public. The other
three documents discuss various aspects of implementing the
standards program. All four were produced by the Federal
Election Commission's National Clearinghouse on Election
Administration and formally approved by the Commission.

     The Commission anticipates that technological changes and
questions that arise during the implementation of the standards
will force regular, though probably infrequent, revisions to
these documents. Revised pages and insert instructions will be
provided to you as changes are made and approved by the
Commission.
